"The Project will support the Government’s plans to reform the structure and quality of secondary education. While the ultimate aim is to improve the quality of learning in secondary schools through reforms in infrastructure, management and systems capacity, the Project will pursue comprehensive policy, institutional, and systemic developments required for sustainable development of secondary education management. The Project has three components: (i) management and governance (ii) Improved Educational Provision (iii,) and (iii) equity and access. The project design includes features that emphasise gender and social development as crosscutting dimensions in the components, as well as support to managers and teachers in remote areas and from disadvantaged groups, including ethnic minorities. The Project includes a policy and institutional reform framework with time bound milestones and linkages to loan assurances."
